Konrad-Adenauer-Stiftung (KAS) in Cambodia will launch a book on “The
Development of Cambodian Administrative Law” on 7 May 2014 at 05:30pm at
Raffles Hotel Le Royal.
Administrative law is important because it provides principles and
rules for the interaction between government and individuals, which determines
every aspect of life from the issuance of a birth certificate, a business
license, or the provision of a pension. There are three more reasons, why the
institutional and legal development of Administrative Law is important for
Cambodia: First, the 1994 Constitution and successive polices call for the
development and implementation of a comprehensive administrative law system,
such as effective complaints against administrative measures, compensation, and
independent judicial review of government actions. Second, the general public
increasingly demands principles as a yardstick for government action such as
proportionality and strict rules governing the use of force. Third, the public
servants themselves, being under increased scrutiny, need and deserve clear
regulations in order to be able to comply with their various obligations.
In Part 2 Cambodian legal experts provide some selected analysis on
important topics in Cambodian administrative law. Part 3, finally, introduces
an international comparative perspective with case studies from France, Japan,
and Estonia as well as a general overview on East and Southeast Asia.
