Training targets recruitment agencies sending Cambodians to work abroad

The International Labor Organization (ILO) said that training for recruitment agencies on new regulations for sending Cambodians to work abroad will be given to recruitment agencies in Cambodia. Labor Ministry said that all private recruitment agencies must comply with eight regulations announced in September under Sub-Decree 190 on sending workers abroad. Agencies found to be non-compliant will be suspended until they meet the standards of the Labor Ministry.

ILO said the new regulations fundamentally change the legal requirements for private recruitment agencies, with the aim of increasing protection for migrant workers and reducing exploitation, forced labour and human trafficking. With the new regulations, the ministry now has the authority to assess recruitment agencies according to their recruitment practices, pre-departure orientation of workers, employment contracts, job placements, repatriation processes and assistance in destination countries.

The Association of Cambodian Recruitment Agencies (ACRA) said the training was "very important" to explain the new regulations and is committed to complying with the requirements of the sub decree to ensure that workers "enjoy their rights and benefits from working overseas.
