Government Condemns CNRP’s President

Government of Cambodia has expressed its regret and condemned the main opposition Cambodia National Rescue Party (CNRP)’s President Sam Rainsy over his letter in response to His Majesty King Norodom Sihamoni’s royal message for the 2nd session of the 5th legislature of the National Assembly.

According to the statement, in his letter, Sam Rainsy called the current NA established on 23 September 2013 is a mono-party NA, which neither represents the whole Cambodian citizens nor reflects their true will because the number of parliamentarians who attended the first NA session could not reach 120 as stated in the Constitution. His comments really violated His Majesty the King and treaded the principles of Rule of Law of Cambodia.

This letter strongly violated and affected the honor and fame of His Majesty the King as stated clearly in the Articles 7 and 8 of the Constitution – “the King shall be inviolable” and “the King of Cambodia shall be a symbol of unity and eternity of the nation and the guarantor of the national independence, sovereignty, and territorial integrity of the Kingdom of Cambodia the protector of rights and freedom for all citizens.

This letter incited and urged His Majesty the King to act in contradiction of the Constitution, and this equals to constitutional coup d’etat, and especially it is an insult and an opposition to the resolution of the Constitutional Council on 22 July 2013 saying that the number of 120 parliamentarians is not related to the opening of the first NA session under the royal chairmanship of His Majesty the King. Moreover, the process of the NA was made in accordance with the new Article 82 of the Constitution and the new Article 5 (II) of the NA’s regulation that needs only the absolute majority (50%+1) of the total elected parliamentarians for the first session of the NA. At the same time, the NA can open the first session and other plenary sessions and approve any issues which need the absolute majority as stipulated in the new Article 88 (II) of the Constitution, including the formation of the new RGC.

His act which violated the resolution of the Constitutional Council, could face a punishment in accordance with the Article 36 of the law on the organization and functioning of the Constitutional Council. The government will consider strict measure against him in order to protect the national motto “Nation, Religion, King” and the dignity of the national society, stressed the statement.
